Philippians 2:13 teaches that God himself is the one who produces both the desire to do what is right and the actual ability to carry it out. Paul is not telling believers to sit back and wait for God to act, nor is he saying they do the work alone; he is describing a partnership in which God supplies the motive and the power. The apostle Paul wrote this to the believers in Philippi, a church he had founded and loved, while he was writing from prison.

For it is God who works in you both to will and to work, for his good pleasure.

What Philippians 2:13 Means

The verse begins with “For it is God who works in you,” which places the source of change outside of you and inside God’s own activity. The word translated “works” is the same word used for energy or power at work, so Paul is pointing to something active and ongoing, not a one-time nudge. “Both to will and to work” covers the two halves of obedience: the inner choice to want what God wants, and the outer effort of doing it. Paul holds these together on purpose, because a person can have good intentions that never become action, or busy activity that comes from a cold heart.

The phrase “for his good pleasure” tells us the purpose behind this work. God is not working in believers to meet a checklist or to prove a point; he is acting in line with his own gracious delight in shaping his people. The verse does not promise that every feeling will be warm or every task will feel easy, and it does not remove the call to take responsibility. What it does promise is that the desire and the strength to live faithfully come from God, and that he is committed to finishing what he has started in those who belong to him.

The Context of Philippians 2:13

Philippians is a warm letter of partnership, written by Paul to a congregation that had supported him and shared his commitment to the gospel. Chapter 2 centers on humility, using the example of Christ, who emptied himself and took the form of a servant. Verses 10 and 11 speak of every knee bowing to Jesus and every tongue confessing him as Lord, which sets the scene of Christ’s exalted authority. Verse 12 then turns to the believers and tells them to “work out” their salvation with a seriousness that Paul describes as fear and trembling.

Read in that setting, verse 13 is the reason that call to active holiness does not turn into anxious self-reliance. Paul has just asked the Philippians to live out what God has given them, and he immediately reminds them that God is the one enabling it. Verses 14 through 16 then describe the result, a community that shines like lights among a crooked generation. The verse therefore links God’s inner work with a visible witness, showing that God’s power is meant to produce a life that others can see and be drawn toward.

Key Phrases in Philippians 2:13

Ephesians 2:10

For we are his workmanship, created in Christ Jesus for good works, which God prepared before that we would walk in them.

(WEB)

This verse says believers are God’s workmanship, created in Christ for good works prepared beforehand. It connects closely with Philippians 2:13 by showing that the good works believers do are not self-generated but flow from God’s prior design and ongoing making.

Romans 8:28

We know that all things work together for good for those who love God, to those who are called according to his purpose.

(WEB)

This verse affirms that God works all things together for the good of those who love him. It echoes the theme of God’s active involvement in the lives of his people, showing that his purposeful work extends into every circumstance, not only into moments of obvious spiritual growth.

A Short Prayer From Philippians 2:13

Lord, you are the one who works in me, both to will and to work, and I need you to do that work in me today. Where my heart is divided or lazy, please stir up the desire to do what pleases you. Where I feel too weak to act on what I know is right, give me the strength to take the next faithful step, even if it is small. Thank you that your work in me flows from your good pleasure and your committed love. Keep shaping me into the likeness of Christ until you bring it to completion. Amen.
